If so, they're overactive sebaceous glands, which may be itchy at times, but may be further irritated by shaving. If the hairs are present, they could be sebaceous glands or scabies... If you are not sexually active, then it may be a small pimple, or furuncle, folliculitis, early abscess, insect bite, or if you are sexually active it is possible it could be a herpes lesion or other viral infection.
