Could Be Anything: With out an exam, it is hard to say from your description. If they have always been there and not changed, then may be small hemangiomas (blood vessels). If they are recent, they could be anything from things similar to pimples, bug bites, fungal infections (ringworm or tinea versicolor), to different types of moles or growths. May be fungus/yeast: It is very difficult to diagnose any kind of rash in genital area without looking at it. My guess is that it is a fungus or yeast infection. Try any antifungal like Monistat-derm.
