I think you are on: the right track thinking that this could be Athlete's Foot. Making sure, probably by seeing a Podiatrist or Foot Specialist, might be your best first step. I can't tell from your question if your soles are also red and swollen or NOT red and swollen. If yes, a rare condition called erythromelalgia might be considered. May not be bites: It is possible that you have something called hand/foot ezcema or dermatitis, since it has been going on for a long time.
