Exposed?: Usually, you will know if you've been exposed to someone with scabies, they will have a persistent itchy rash. Could also be flea bites or bedbugs. See your doctor and get checked. You are describing the itching in areas that are in close contact with your clothes so that would be my first thought. Weather changes, dry skin, harsh soaps can also cause dry itchy skin. Need more clarification such as how long , palms vs back of hand , occupational / recreational exposures and other history that could narrow it down.
