Could be minor...: Dermatology is all about appearance. I am guessing it is an erythematous papule ("red bumpy"), which honestly could be an insect bite, or contact dermatitis, both of which are common. However you mention pregnancy; there is a condition called PUPPP: Pruritic urticarial papules and plaques of pregnancy, which are terribly itchy red bumps! See what the dermatologist thinks! What causes an itchy rash with little bumps on top of my feet and redness on lower legs? Also bumps are not itching anymore, now they are dry bumps.
Allergic reaction: Usually rashes on the top of your feet are casued by some type of allergic reaction or contact dermatits. With your lower legs involved I would rule out edema/swelling as an issue as well. Your socks or shoes could be creating the rash on your feet more so if they got wet while wearing them or if you have changed soaps or detergents. Use steroid cream: It seems you have an acute case of contact dermatitis and may need to see your doctor asap as it is spreading meanwhile take over the counter Benadryl (diphenhydramine) to control the itching and use 1%hydrocortisone cream locally till you see your doctor you may need stronger steroid cream and/or oral or injecteble steroids. PUPPP: Pruritic urticarial papules and plaques of pregnancy. Very itchy rash (pruritic) begins in stretch marks on belly with small, red wheals that grow together and over several days, the rash spreads to thighs, arms, & buttocks. The condition is harmless to mother & baby, but can be very annoying. It lasts about 6 weeks and resolves spontaneously 1-2 weeks after delivery. Go to OB for treatment. Read more

Itchy rash. Small bumps, lines, & splotches. Has spread over 4days to everywhere but my face. Concentrated around butt/leg. Did not change lifestyle.
Numbness with rash: The itching and rash with numbness may or may not be related. Sometimes due to nerve pathways, we perceive sensations like itching as numbness, but not usually. If the rash does not go away with an over the counter steroid cream and the numbness persists, you must see your doctor as numbness is unusual in this setting. Read more
