Itchy Painful Scrotum
I have itchy pimple like things but hard on scrotum sack. They are not painful. Please help me understand what are these?
Folliculitis: This is either a staph infection of the hair follicles or the benign and common sebaceous cysts. I would recommend seeing your family doctor.

Let a doc look at it: From your description it could be something caused by fungus/yeast (e.g. jock itch), it could be viral (e.g. herpes), it could be contact dermatitis, or even caused by bacteria. I have to suggest you show it to a doctor, and discuss it in more detail. He/she should be able to diagnose and treat it, whatever it is.

It is painful?: If it is painful, it is very likely to be an abscess - a collection of pus under the skin. Start with soaking and ice, but if this gets bigger, more painful, red, or starts to weep, you will need to see a physician. If this is an abscess, it will need to be opened. Also could be thrombosed hemorrhoid. That will get better with time, soaking, and ice.

Itching Scrotum: In most cases this itching is a jock itch or a fungal dermatitis. This kind of infection is common and usually can improve with over the counter anti-fungals. If there is any sores, redness, heat you may need to be seen by your physician. If this is just dry skin I often recommend a very strong moisturizing lotion such as lac-hydrin.
