Depends on path: As described this is usually a seborrheic keratosis a benign lesion that grows with age but you need to have it evaluated by dermatologist or primary care. Would be more concerned if it is bleeding, ulcerating, variegated or has irregular borders

Seborrheic Dermatiti: Most likely you have seborrheic dermatitis. This is ususally treated with tar shampoos or shampoos with antifungal properties. Otc blue selsun type shampoos help this. Denorex type shampoos help. Sometimes steroid foams may be needed in difficult cases. If severe or can't control, see your pcp for a prescription formulaiton or see dermatologist. Time: The itchiness may be due to anti- histamines taken for a cold. They are often found as an ingredient in cold medicines.
New soap?: If you have started using a new soap, shampoo, hair spray, perfume or lotion, etc., that could be causing irritation. If that does not explain it and stopping it then cures your itching, see a doc.

Hard to say: Without actually looking at the rash. Since the bumps are itchy, they may be insect bites of some type, but since one hurts, infection must be ruled out. See you doctor for an evaluation.

Depends: You may have a more significant case of seborrheic dermatitis, which could be driving the "dandruff" that you notice. Be aware, it could even be psoriasis of the scalp too! . The pain is a bit worrisome for some type of inflammation of the scalp as seborrheic dermatitis or psoriasis aren't usually painful unless and infection is complicating things.
