This is likely from an allergic reaction to mosquito saliva. The treatment is symptomatic-topical anesthetic or NSAID for pain and topical anti-itch agent for itching. If no cellulitis, antibiotic is not indicated. The lesions will eventually subside.

Remove: First I would make sure the tick is removed. The best way is to grasp with a pair of tweezers and pull straight out.
