May be fungus/yeast: It is very difficult to diagnose any kind of rash in genital area without looking at it. My guess is that it is a fungus or yeast infection. Bumps on foot: could be due to contact dermititis, meaning due to a substance in the slippers you may have an allergic reaction to the material causing irritation. The bumps are called wheals and the areas around them are called flares. If you don't have ANY redness anywhere, it may be eczema or something else.
