Tiny, itchy bumps all over body. Do not look like a rash & are not in the usual places for scabies, but could it be? Maybe from tanning or dry skin?

Exam: Hands, legs and feet, excluding the torso suggests contact dermatitis and not scabies as you have already decided. The locations also do not suggest bed bugs. Those lesions can be itchy, but an unusual location, and they are more like the bumps associated with a mosquito bite. There are several possibilities including bites (fleas or other), eczema or allergic contact dermatitis, lichen planus, folliculitis (staph infection), and others. I doubt bed bugs given the location. I would recommend you try a moisturizer such as cerave cream twice daily and if not better after a few days consider a trip to the dermatologist for diagnosis and treatment options.
