Is it new or recurrent? But from what you described, in general, try avoiding any over-washing and any local physical stimulation. For the time being, try applying topical Hydrocortisone cream lightly and see for 3-5 days. If not improved, you should see a urologist or dermatologist timely, and don't second guess on line.
