Try 1% hydrocortison: It's tough to say what might be causing these. Bug bites would be the most common, but some people can actually be allergic to the sun (polymorphous light eruption, lupus, or porphyria). Try over the counter 1% Hydrocortisone cream for the itching, and use a mineral based sunscreen with zinc and titanium as the only active ingredients.
