Depends on the cause: Some causes of flatulence, such as swallowing air, is only gotten rid of by either changing how we eat to avoid swallowing air, or by passing it. Other causes include lactose intolerance so one must avoid milk products. I have had some success in recommending eating raw, fresh parsley as a means of reducing the flatulence. More info is needed: Despite age 18, your described change in penis and bum suggest a presence of some sort of nerve disorders - neuropathy, but certainly require more info + physical exam before deducing its possible cause.
