Minor surgery is having a mole removed or a scar revised. It takes a few minutes under local and pain medication is not pain medication other than Acetaminophen (tylenol) is necessary. However, even minor surgery can cause major problems if not performed under the correct conditions, and just because a procedure can be done under local, does not mean that it is minor.
From a plastic surgeon's perspective, all surgery should be treated as major surgery. What I do for a living is elective, so the standards need to be held to the highest level. The risks, while small, are not zero. The risk of driving to the surgery center may be higher than having elective surgery, but it doesn't keep me from driving.
I would consider buttocks implants a major procedure. It requires an accredited surgical facility, meticulous sterility and surgical expertise. I also consider it a risky operation, not so much from a safety standpoint, but from a patient satisfaction standpoint. The implants often sit too high, and are not aesthetic. Some people feel the same way about breast implants; however, breast implants have a 92% worth it rating while buttocks implants only get 33%. Satisfaction with fat grafting is much higher, and in selected situations may be a better choice.
The most important part about any elective surgery is not the procedure, but the practitioner. No matter how good an implant or a procedure may be, it can't make up for poor judgement.
