Yes as any kind of : trauma can lead to an outbreak. But it is not a guarantee. Waxing is more traumatic than shaving. Even just stress can cause an outbreak. No need to shave: There is absolutely nothing wrong with pubic hair. It's just hair. Perfectly good hygiene can be achieved by properly rinsing in all the skin folds that girls and women have, hair or no hair. For some unknown reason, so many cultures across the globe have issues with pubic hair. It's just hair. Yes.: If by safe, you mean it shouldn't permanently damage your female parts. Theoretically, you shouldn't get ingrown hairs from waxing since you're taking the hairs out from the roots.
