It is certainly possible but depends ona few things. Was this a newborn circumcision or a circumcision performed as an adult? Did they leave a lot of skin behind? Was there any other surgery performed at the same time? There are some strange diseases that can cause this like balanitis xerotica obliterans

If it is bothering you so much, you may consult a plastic surgeon for cosmetic surgery. Remember, plastic surgeons do not come cheap. If it is not interfering with urination or sex, I would recommend to leave it alone.

I recommend you seek an opinion from another urologist. They will take a history and examine you before an opinion on wheter or not the surgery was "botched" is made.
On the other hand, you can go back to the doctor that performed the circumcision and inform him/her of your concerns. Either way you need to be seen to have these issues addressed and hopefully resolved.

Steroid creams work quite well and should be tried first if you desire an "intact" prepuce.
