No: Could it be normal? Yes, of course, they may be the infamous "late talker". But by 3y/o, i'd be concerned about at least expressive language. A hearing issue needs to be ruled out also. If he's able to follow commands well, and understand complex concepts, it may be a simple expressive language delay requiring therapy. Not an issue: This is a curious disorder of older school age kids and adolescents. At 3, various forms of speech and language delay, verbal apraxia etc are more common and relevant. Doesn't talk at all?: If your three year old does not talk at all, he is significantly delayed in speech. He needs to be evaluated for a hearing deficit, then by a speech therapist, and possibly a pediatric developmentalist. Not unusual: 3-6 year old live very much in a fantasy world, where alternative language use can be common. This is also the time when they like to pretend (things like playing doctor...).
