Thinking of ways: To cut health care costs is always good. Something, our elected officials should do a better job at. There are problems with your concept mentioned. What if those students don't graduate? What if they decide they don;t like being doctors and stop? Most fees are set by insurance companies and many are low to begin with. I suggest starting with contacting a federally qualified health center (it'll take some google work to find one in your area).
