Hives: Sounds like hives versus contact dermatitis. Try non-sedating antihistamines and over the counter topical anti-itch cream to see if that helps. Will work for either. Just know that higher doses than simply one tablet of the antihistamine are usually needed to control the itch. Allergic vs Scarlet:
If you have a rash that we can look at it would be helpful to give you a better idea. If some of the rash disappeared then it's less likely to be anything serious. I doubt it was scarlet fever based on what you have described but it's possible.
Other causes could be allergic reaction or medication reaction.
