FEVER, Viral / Flu?: Fever with headache mostly viral illness, associated symptoms are: cough, runny nose, malaise, nausea, diminished appetite. If it is influenza, needs to see pediatrician. You are in malayasia, a tropical country, the micro-organism according to local prevalent ones. Give Acetaminophen for fever more than 101 f, make sure he drinks enough fluid, takes rest.

Stress?: Stress is a very common factor. Have you tried any meds like ibuprofen?
These will may times help. If you are having fever with this you need to seek medical care immediately. If you are experiencing any neuro deficit or unusual symptoms then you need to see someone as well. Have you started any new meds such as BCP?

It's unlikely vascular as these type of very concerning headaches shouldn't necessarily improve with a neck collar.
