I never recommend it: Any pungent odor or fume can cause increasing congestion in an infant. I equate vicks to cigarette smoke in young infants.It has little if any value at any age and never before age 3-6yrs. Get a diagnosis 1st: There are lots of reasons you could be short of breath. Using an inhaler without knowing what the problem is could make you much worse. Also, there are several different kinds of inhalers. The most common, an albuterol inhaler, can help asthma but would make shortness of breath worse if due to your heart.
