Hyperpigmentation: This is likely hyper pigmentation due to folliculitis/ingrown hairs. When you shave, be sure to use shaving cream & only shave in the direction of hair growth, so you don't cut them off so short (decreases the risk of ingrown hairs.) Ingrown hair, not particularly sure. The area I usually shave has a spot that has grown a little hard and has a bump. No pain though.
Maybe: Hard yo day without seeing the area, but this sounds like an ingrown hair. Let the area grow out for a little while between shaving to reduced the development of these.
