Soak it: The key to this is to get the hair to the surface. Hot soaks will usually work but could take a few days to do. Use an oil to lubricate and then a shaving cream. Only shave with or across the grain -- never against the grain. If a hair is cut too short, then it may turn sideways and irritate or infect.
