There may be: Just a soft tissue injury but there may also be a nondsplaced fracture or even a displaced fracture that a tendon or ligament attaaches to. While just pain and swelling alon can redurce motion , oif it is not getting better an evaluation and an xray may be needed. See a urologist.: It's not entirely clear from your question what may be happening, but i recommend evaluation by a urologist. If he is uncircumcised, a condition called phimosis where the foreskin does not retract properly could cause this skin tightening and impede erections.
