I have no pigmentation in the elbows, nuckles, and knees. I used corticosteroids topically and i regain all the color, but when i stop it regress.

You can not: a physician can , reappearance of pigmentation is not the criteria . First find through your doctor , the management for next 6 months ,may help you get some one to monitor it in that country.
