Go see ur Family Doc: Be prepared to answer a bunch of questions. What kind of hearing problem? How long has hearing been a problem. Any exposure to loud noises? Any high pitched tones? Dizziness? Any injury or trauma? Car accidents? Swollen glands? Again, how long has neck been hurting? What makes it worse? Better? Any fever? Sore throat? Is pain in front or back? When does your symptom occur? It is unlikely that blood is surging through your neck but there is obviously something that needs attention.
If it is something you have not previously experienced please have someone take you to the nearest Emergency facility.

Muscle: It is likely muscle bands / spasms from tension or injury or overuse. They rub over one another when rolling neck/shoulders. Can also be local fluid build up (same causes). Most likely due to -:
1: the arthritis itself produces the crackling/popping sounds with movement of whichever joint is affected;
2: another rarer possibility is presence of a bursa (a natural sac with fluid in it, which is present on some prominent bones). When there is inflammation, called bursitis, it can produce crackling sounds.
