A few possibilities: What you describe could be related to different things including but not limited to Allergies with post-nasal drip, Asthma associated with allergies, Bronchitis, Sinusitis/Sinus infection, or even a Pneumonia. If he just inhaled infectious germs, he may get symptoms (of acute infection, not chronic) a few days or weeks later. Meanwhile Drink plenty of fluids and take Tylenol (acetaminophen) or Ibuprofen if youbdo not have allergy to it or have a stomach ulcer.

Go see your doctor: Most colds are viral in nature. In other words, they won't respond to antibiotics. However, shortness of breath shouldn't be ignored. While this may be reactive airway disease (variant of asthma), you'll need to go see your doctor for diagnosis ; management (inhalers).
