Hard to tell: Try some Hydrocortisone cream on it. If not helpful after a few days. See your doctor to check for a contact allergy.

Psoriasis?: It could be psoriasis. It could be something else. I would see a dermatologist for it.

How long?: How long have you had this problem? If it has been present for less than a couple of weeks, a viral infection or drug reaction may be the cause. See your doc if this goes beyond a couple of weeks or gets more severe.

Psoriasis?: Psoriasis involves both these areas and could fit with this description. There are many different prescription creams as wells intralesional treatment which can help this condition. An effective over the counter product to alleviate the symptoms is scytera foam. If the response is inadequate see dermatologist for evaluation amd treatment.

See a doctor: Cannot diagnose without seeing this. Could be one of many different things. Show to a primary care physician and get an opinion.

Eczema or psoriasis: If it is on the outside, or tip of the elbow, it is more likely to be psoriasis. If it is on the inside of the elbow it is more likely to be eczema. They are both steroid responsive but make sure you take long breaks from the steroids, and use moisturizers to reduce your chance of permanent side effects. The side effects include skin atrophy, spider veins, striae, and hypopigmentation.

Not Likely: Scabies is usually a diffuse reaction, not isolated to one area of the body. You might have eczema there or a contact dermatitis. If it does not get better see your doctor.

Rash in kids: Rash is a common symptom of many viral illnesses. Coxsackie virus causes rash but also may have other accompanying symptoms including fever. If in doubt get a second opinion especially if it last longer especially if ur child has other symptoms.

They may be related: This sounds as if you should be seen by a GI doctor and evaluated in detail as you may be having the onset of an inflammatory bowel condition, and these can also present with skin and mucous membrane findings. See someone asap. Bring a full list of all your symptoms and the time frames in which they occur, along with all medical records. Good luck and best wishes.

Cannot say: Your sister could have eczema and allergic eruption or psoriasis.She needs to see a dermatologist for a diagnosis and treatment plan. Sometimes a skin biopsy is necessary.

Possible: You should talk to your doctor about this since it is possible that you may have celiac disease. Often a simple blood test would help confirm your suspicion. Regardless, having excruciating cramps deserves a workup.
