Skin: Skin tags develop in areas of friction such as the armpits, neckline, under the breasts, and in the groin. It is felt they are due to friction, heredity, obesity, and other factors but essentially anyone can get them. Probably normal: Every male has "small white bumps" on the penile skin, normal sebaceous glands and hair follicles. If you are sure this is new and/or abnormal, see your doctor or a dermatologist. In the meantime, this description doesn't sound at all like genital warts. And common skin warts don't get transmitted to the genital area, so that's really not something to be concerned about.
