Buds: Some? There should be only two, one behind each nipple area and the swollen look is normal for the early development phase. You can google tanner stages and see images typical of the stages so you know what to expect.

Sleep needs: A pubertal child should never get less than 9hr sleep/night & during a growth spurt may need more. After she hits her final height /stage she can get by on 8. The sighs you mention suggest she is entering a rapid growth phase. If she is getting good sleep & is still tired she needs an evaluation. A baby that is growing well, wetting diapers every 4-6 hours on breast milk alone generally does not need a supplement. The pleasure centers of the brain are stimulated by any mouthing/sucking of a baby and they will 24/7. Feeding as they wake, not when tired helps. If they are losing weight, any balanced supplement may work.

Not unusual: It is somewhat difficult to say without seeing it but children can have slight breast development, sometimes only one side. This is called premature thelarchy. There should not be any other signs of pubertal development such as hair in arm pit of vaginal area. May want to consult with your doctor to be sure.
