Distant exposure: I would think a low titer like that would be more indicative of an exposure in the distant past. The body follows the principle of 'use it or lose it' -so there's no need for it to react anymore to the virus. That makes sense too, since you can't recall having an outbreak. This is similar to a similar question answered just yesterday, linked below. Your result is negative for herpes simplex virus type 2 (HSV2), the usual cause of genital herpes. It says nothing about other STDs.

False positive: IgG tests are possible. There can be some cross-reactivity with other viral antibodies. The definitive diagnosis of specific viruses including HSV 1, 2 and HIV is a western blot test. However, when the HSV1 IgG antibody test is very strongly positive and the HSV2 result is much lower, as in your friend, the HSV2 result sometimes is false.
