Is it possible to get rid of hard plaque off teeth without going to dentist?

Not DIY: Sorry. You don't have the instruments, training, access, or ability to perform this task. You really need a pro to do this for you. For example, if you have tarter above the gum line you also have tarter below the gum line causing havoc. Tarter is preventable, so have your dentist or his hygienist get your teeth scrupulously clean and then show you how to minimize accretions.

Don't know if i want to use this fluoride stuff my dentist recommended to get rid of the hard white plaque stuff. Is it safe?

Have hygienist scale: Fluoride strengthens teeth, especially while teeth are undergoing development in children. It has very little impact on white, soft plaque that has abosorbed the minerals in your saliva to become hardened (essentially fossilized) calculus. Don't try to brush this hard material away. It won't work and your gums may get damaged in the process. Get a hygienist to scale it off. Then floss daily!

No, however: Healthy gums do not bleed when flossed. It is possible the bleeding was due to traumatic flossing techniques, but bleeding gums are also an indication of gum disease. If your gums routinely bleed when flossing you should see a dentist for an evaluation.

How can I get rid of plaques and blocks in peripheial arteries?

Artery Health: Unfortunately, there is not much to do for calcification throughout your arteries unless it is causing or about to cause symptoms. As we age, and based on lifestyle, calcification (atherosclerosis) progresses. To minimize the effect, treating elevated cholesterol's, not smoking, and exercise will all prevent progression and reduce the risk of horrific complications.

Is it possible to get rid of plaques that's clogging the arteries?

Maybe (not) . . .: Research using intravascular ultrasound has shown that very aggressively lowering LDL cholesterol can slow down progression of arterial plaque, and even perhaps get rid of it. Our current goals are not necessarily to achieve specific cholesterol levels but to find 4 groups of people who can benefit from statins, only cholesterol lowering medication shown to have positive health outcomes.

Rash around nose: The most common scaling or flaking rash that appears around the nose is seborrheic dermatitis, related to dandruff on the scalp. Often the scalp and the area around the nose are inflamed at the same time. Seborrheic dermatitis is a chronic skin condition that cannot be cured, but can be controlled with topical medications.
