First thing: Is make sure this is the right diagnosis. If so, remove the heat source. The redness may take months to resolve though. You need to be monitor for skin cancers in that area too. Ring worm: The Rash is either numular eczema or ring worm. You can try to treat ring worm by using an OTC ointment for fungi and yeast. Tinactin (tolnaftate) or lotrmin are examples. Use this 2-3 times a day for two weeks and it should fade. The ointment will help the eczema so you are treating both. But the eczema will return because it needs longer treatment.
