Maybe: Bad breath is usually caused by bacteria in the mouth and on the tongue. The bumps may be normal taste buds or something else. I would suggest seeing a dentist to help you with both issues.

Do you smoke?: It could be the byproducts of smoke mixing with mucus. It could be clotted blood mixing with the mucus. It might be a good idea to have it checked out.

See the doctor: There are many things that can cause halitosis, and since this appears to be a change in the way his breath usually smells, and because of the whiteness that you see in the back of the throat, he should see his doctor to be evaluated.
