No cure!: When a disc bulges, it can be normal or to the point of abnormal. There is a weakening of the sac that hold the "jelly" inside the disc. Neck strengthening exercises and therapy and unloading the neck from stress will help but once bulgin, i don't know if they "un-bulge". Bulging of a disc doesn't necessarily mean you have a problem.
