Not necessarily.: African - American babies are not necessarily light skin at birth. They are more closer to their parental skin complexion and do not get darker as they grow. If a baby is light skinned, there might be light skinned individuals in the family, which is genetic but if the baby's mucous membranes are pale, he or she should be evaluated for anemia (low hemoglobin).

Chemical peel: There may be areas which are darker than the rest of the face caused by hormones or acne. Retinoids such as retin a (tretinoin) and differin can slowly peel the skin and lighten the area. There is also a safe chemical peel the vi peel which can be use in all skin colors to even out the skin. It may need to be repeated in 3-12 months as necessary to maintain the effect.

No: Tanning beds are artificial intense uv light. Most tanning beds today are uva type, that allows tanning, but also greatly accelerates aging, wrinkles, sun spots and abnormal pigmentation. Darker skinned people who use tanning beds are not getting any benefits (maybe some extra vitamin d) but instead are accelerating aging and wrinkles and maybe even increasing their risk of getting skin cancer.

Hyperpigmentation: What you have is postinflammatory hyper pigmentation meaning that skin irritation causes increased pigment. Isotretinoin causes increased sun sensitivity which could also cause increase in pigment in your skin. Treatment is with prescription bleaching cream called hydroquinone.
