Laceration: Your doctor must have felt that this laceration was at high risk of infection. That is why antibiotics were given in a the first place. Signs of infection include redness, increased warmth, purulent drainage, swelling, increased pain. The wisest thing to do is get the antibiotics as prescribed. You maybe less likely to be able to afford the complications of a bad infection!

Mgt: If the cut is open and not healing well, then I would advise having it checked. There are steri strips which can help to close the edges of the wound. Neosporin can be used after the area is cleaned gently to decrease healing time.

Follow up.: Please follow up with your medical provider for proper care and treatment of an infected wound. Using sea salt may or may not do any harm (could cause more irritation and inflammation of the tissues depending on how much is used), but it probably won't do anything to fight the infection.

Neosporin: + keep it dry and open to air unless you work with your hands, then keep it covered.

Finger stiffness: If the laceration involved the proximal interphalangeal joint (middle knuckle in the finger) it is not uncommon for the scar to heal somewhat sick and give the appearance of the finger being bent. If you look at the palm side of the finger and it is straight I would massage the scar and work on motion at the digit.
