Yes it could...: If he developed sores/blisters with burning type of pain, itchiness most likely this is herpes type 1, which is usually located in the oral(mouth) area. Doubt herpes: Confusing sequence. 3 weeks after exposure or onset of "cut"? What kind of exposure? Partner known to be infected? A "cut" inside lip doesn't suggest herpes, regardless of exposure. Neg test 7 wk after suspected exposure also is reassuring. It takes 12-16 weeks to be conclusive, but it is very unlikely you caught herpes. Most exposures don't result in transmission.
