Retina issue: It seems like you have some retina issue which involves your macula. The cotton wool changes could happen from ischemia to the nerve fiber layer of the retina. If you are referring to cataract surgery, there are times that the intraocular pressure is sufficiently better to help protect the optic nerve. Not likely: Is your eye sight not good from uncorrected vision that would be clear with proper glasses or contacts? Or because of some disease process which needs treatment? Or is it some permanent process? Best to have an ophthalmologist evaluate you and see if any of these are operative. You cannot improve eyesight by so called "natural" means including exercises.
