If you were a 17 year old male, I would probably say that being horny a lot of the time was pretty normal. The main question here, is if your libido (sex drive) is causing problems in your life.
If you have a very strong sex drive and your partner has very little, that can create tension in a relationship. If you push to have sex often and your partner becomes exhausted, physically sore or feels coherced- that can ruin a relationship. Does your horniness lead to problems in other areas of your life? If you masturbate a lot & it goes against religious beliefs or if you feel guilty about it; that could leave you feeling spiritually compromised. Spending too much time either fantasizing about sex or engaged in some form of erotic activity can make you unproductive or neglectful in other areas of life.
