Not likely: Hives can sometimes appear with a central area of pallor (whiteness) with surrounding redness. However, "small white bumps" is a bit vague in description. Hives are often (but not always) very itchy, and can be aggravated by heat, pressure, and other things. I have had a dry red itchy rash on my neck for 2 months. sometimes it gets irritated and gets what looks like hives on it...White bumps. ?
Hives: Gone by morning sounds like hives. Bites last much longer.
Could be: Hives are bumpy, itchy and enlarge if scratch. If indiviual bumps last longer than 24 hours or leave a bruise or pigmentation when they resolve, then these aren't typical hives and an md should be consulted. If taking Cetirizine (generic zyrtec) 10 mg, 1 tablet per day eliminates all itching and skin changes, then it is likely that you have hives. Check with an allergist for proper management.
Antihistamines: Over-the-counter non-sedating antihistamines like Allegra, Claritin, or Zyrtec are helpful for persistent hives while sedating antihistamine like Benadryl (diphenhydramine) can be helpful for acute hives. If you have persistent hive reactions consider being seen by an Allergist for further treatment and evaluation. There are many triggers of hives so determining right trigger is important moving forward.
Nerves?: It could be a sensation of nerves/anxiety. Do you feel nervous? Worried about something? Restless?

See an allergist: What you have is exercise-induced urticaria. It remain as urticaria only, but can develop into a more serious reaction. Rarely, it is caused by allergy to a food that you eat AND exercise within 2 hours from eating to suffer the reaction. Bedsheet rash: Dyed new sheets or clothing or permanent press textiles that are not adequately washed prior to use can cause rashes due to contact sensitivity to dyes or formaldehyde/formaldehyde releasers in permanent press clothing. Rash: Hives usually present as red, raised, itchy lesions that can be small or large. "Hives" are often used non-specifically to describe many different skin lesions so I would have your rash looked at directly in order to make the correct diagnosis. Hives do tend to itch and individual lesions usually appear and resolve completely within 24 hours. See your doctor for further treatment and evaluation.
