Impetigo?: Probably you mean scabbing, not "scanning". It would be helpful to know how long this has been going on. If more than 7-10 days, I agree herpes is unlikely; but that still may be possible if a shorter time. Impetigo, a superficial strep or staph infection, is possible. Any non-healing sore should be professionally examined. See your doctor if it isn't healing after 7-10 days.

Probably not herpes: On moist surfaces like the labia minor, herpes lesions typically break within a few hours; often the blister itself is never seen, just an open sore. On dry surfaces, like the labia major, the blisters may remain intact for a few days. From this information it isn't possible to know whether your bump/pimples is herpes. But a single lesion in a hair-bearing area usually is just a pimple.
Visit your dentist: Make an appointment with your dentist to determined the cause of the blisters, if it is herpes there is a good medication to keep it from hurting and becoming too big.

Possibly: Herpes usually hurt/itch and look like a small bubble. Other possible infections include: genital warts, molluscum contagiosum, hiv (viral), balanitis (yeast), tinea cruxis (fungal), syphilis (bacterial). The bumps could be an allergic reaction or a normal finding, pearly penile papules. Get examined and be tested for stds asap. Urine, blood, saliva, skin scraping samples are used, not penile swabs.

Lump: Your lump is probably an inpetiginous pimple. Do not squeeze the pimple as it will spread the infection. Use an antibiotic ointment for treatment

Recurrent outbreaks usually are in more or less the same spot every time. Most doctors are good at recognizing oral herpes, so you probably can rely on your doc's opinion. But if uncertain, testing can be done to know for sure -- for virus in the lesion, or blood test for HSV1.
