Possible stye: it's possible that you have a stye has developed on your eyelid. Try using warm compresses for 15 to 20 min 2-4 times daily and lid scrubs. This may allow the eyelid gland to open and drain. If no improvement you may need antibiotics or possibly steroids to help, which would require an eye exam. Your initial: Description sounds like an inflammation of skin hair follicles or a friction rash or, infrequently a contact type dermatitis (doubt), the fact that it stings suggests that there is some superficial skin breakdown. If the black "dots" brush or wash off easily and you wore a black bra it is just fibers from the bra. Wouldn't know what else would cause that without seeing. ...Read more

Doubtful: Hydrocortisone is helpful for itchy or inflamed rashes. We believe that pityriasis is caused by a virus and not inflammatory. I would expect a herald patch to be accompanied by others by now. You should consider that this might be another cause such as eczema or lupus. I would recommend an examination. ...Read more

See below.: You should have his doctor look at it, if you haven't already. They should be able to tell you the cause and recommend/prescribe the proper treatment and talk about preventative measures. Typically PR has: more spots and more diffuse presentation over torso and upper arms and legs. But anything is possible. It is very different than psoriasis vulgaris which has large plaques with silvery scales on top, PR has small macules (flat) that have oval shape with minimal scale. Possibly SSC or AK?: May not be cancer. Traditionally squamous cell cancer (SSC) was infrequent under age 40. But the incidence is increasing in this age range. The risk increases with use of Tanning booths and living in the Sun Belt. You lesion may be actinic keratosis(AK) ( a precursor to SSC), SSC or a non-cancerous skin condition.
