Do I have herpes, I have a weird Rash down there, Around buttocks, Itchy anus, red testicles, The bumps are hard to touch, no sore,blisters or ulcers?

These are mostly normal like vfordyces spots genetically present in some.Or these may be caused by clogged har follicles or called in medical term folliculitis.In young people and teenagers these can be caused by acne as well No treatment is usually needed most og the time unless there is infection

You could have penile warts (especially if they are increasing in number). This is a sexually transmitted disease and you could give these to your sexual partner. This condition should be diagnosed by a doctor who can also treat the problem.

The skin on my testicles and shaft is whiteand dry, not all the skin just small areas , it's not itchy or irritated , no bumps. What could this be ?

i have two bumps very clise to each other on each testicle and they have been there for like 3 months and dont cause any pain and my testicles mive around alot and i was wondering if they are cancerous?

You need to have them examined. If the physician feels a problem, then an ultrasound of the testicles should be done. But what you are describing is probably bumps on the epididymis. However, still needs to be evaluated. Hope this helps.

Testicular pain in a teenager is a serious issue. I want to start by saying that you should inform your parents right away so they can take you to see your doctor. It may be nothing serious, but that will be up to your doctor to determine. Some possible explanations of your testicular pain are: Trauma-Did someone hit you in the groin? did you accidentally injure your groin area on your bike or other equipment? Hernia-This occurs when part of the intestines slides down into the scrotum(sac). This is can cause swelling as well. Testicular tumor-this rarely causes pain, and since you did not feel any "bumps" it is probably lower on the list of possible causes. Epididymitis-this is inflammation inside the testes and is usually caused by an STD but not necessarily. Testicular torsion-this occurs when the testicle twists inside the scrotum, it is usually on one side though. This is an emergency that requires surgery. There are other possibilities as well, the above are the most common. The bottom line here is that testicular pain should be evaluated right away by your doctor. Please inform your parents or guardian right away. Good luck.
