A few things: There are various things that can look like this on the skin. The two most common lesions are a lipoma or a cyst (typically a pilar cyst). While these are normally mobile, they can also be non-mobile. There are rarer lesions, such as other soft tissue and bony tumors or cysts. It may just be a beingn lymhnode, but I would not take that chance.
