I've got 2 of them: I've got 2 of these things in the same place as you since age 9. They didn't turn out to be anything hazardous or important...wouldn't you agree? They are common and can be anything from a calcific lymph node to a small benign bony growth called an exostosis or osteoma. All harmless. By all means have it checked out though. Either or see a doc: It could be either a lymph node and that will explain the tenderness and mass effect
it could be an oil gland cyst what is called sebaceous cyst that could get hard like a solid mass and it could get infected and turn to abscess like structure
either way you need to see your doctor for evaluation and proper treatment at least with antibiotic before the infection spread

Your call: If it is stable, and not painful, it is very unlikely to be anything beyond a bit of scar (quite firm) or a piece of mastoid process (bone hard) or a benign inclusion cyst (sort of firm and smooth).
