If it's lifelong, discolored, not hurting, it can be a benign mole; if quite a long while, but become red and hurting, it may be an infected sebaceous cyst; or ... More info needed: It's difficult to judge potential causes from this description. If the "bumps" are superficial, genital warts might be the best bet; or just skin tags. If they seem to be coming up from deeper in the skin, maybe just skin cysts or pimples. Only way to know for sure is to see a doctor or clinic. May be ...: A bump from pimple (1- 1.5 mm) - hyperactive hair-follicle-related sebaceous gland, usually has its white head visible, but at times, can be a "black" head.
