If someone engaged in oral, anal, and normal sex with someone with gonorrhea why do they need to be tested in all areas when the treatment is same?

Possibly unnecessary: If someone already has a positive test for gonorrhea in one site, "testing in all areas when the treatment is same" is not done routinely and may not be recommended.
