My friend believes she has genital warts, when she tried the vinegar test she said only her skin turned white but the bumps didn't, is that a sign?

Anything is possible: ....But balsamic vinegar is not an accepted medical treatment for the eradication of genital warts.

Apparently had a couple genital warts around perenium, used apple cider vinegar on area, now itching?

See a doctor: Vinegar won't help the warts but is irritating your skin. The redness should go away but you need medical care.
