Another cause is contact dermatitis, an allergy to things like poison ivy. If there is a rash and nasal congestion whole body allergies might be suspected. This could be from a reaction to foods and molds. Begin by using a moisturizer regularly. Can help a lot.

Mild soaps/moisturiz: I'd recommend a mild soap like Dove Sensitive Skin or Cetaphil. A daily moisturizer that is scent free (like Cetaphil or Vanicream). Use dye-free & color-free laundry detergents on your clothes and bedding.

If dry skin is not the problem then Benadryl (diphenhydramine) offers relief but may make you drowsy. Claritin is less effective but doesn't cause drowsiness.

Itching skin: Without rash more than likely from dry skin especially due to weather and using warm/ hot water for washing and baths. Use skin cleansers for baths and apply any moisturizing lotion or cream to affected areas. Take oral histamines if itching really bad. May use otc Hydrocortisone cream or any topical itch cream available if needed. Consult w your physician if you have other signs and symptoms!
